As cited by the Internation Association of Outsourcing Professionals (IAOP), the most common skills that a member should have are that of: Subject matter knowledge (not necessarily expertise) in the field of outsourcing process; Fundamentals of outsourcing; Business acumen; Project management; Communication; Relationship building and management; and Team orientation.

Policy Team

This team has responsibility for setting the organization’s overall policy towards outsourcing and for determining the appropriateness of outsourcing in the specific areas under consideration. Since the factors that go into answering these questions are complex with long-term implications for the organization, the policy team typically involves the organization’s senior executives with overall policy-making responsibility.

Idea Team

Another important team that is tasked with generating ideas for review by the policy-level team. This team is typically small, led by a well-respected, experienced person. It should have high quality technical and business people assigned to it, and typically does not report directly to the management of the operations being examined for outsourcing .

Assessment Team 

As an idea moves from the idea stage to the assessment stage, a alleger team is typically needed. Often one or two members of the idea team may continue as members of this team to provide continuity. An executive from the policy team is often selected as the executive sponsor for the project at this point. A functional or process executive typically becomes the assessment team leader, joining functional managers; process experts, information technology experts, representative customers or end users of the process; and purchasing, legal, finance, human resources, and possibly, external consultants.

Implementation and Transition

The assessment team typically morphs into the implementation and transition teams, adding and subtracting team members based on the needs of the particular project.

Management Teams 

The structure for managing outsourcing relationships typically includes layers of teams focused on the operational, tactical, and strategic aspects of the relationship. These teams are comprised of individuals from both organizations – customer and provider – interest – operations, finance, end users, and others.
